There was a sense of optimism about the European Union’s relationship with the African continent in March 2020 when EU development commissioner and EU High Representative announced their new Africa Strategy. However, plans for a new EU-Africa partnership, a summit and an updated treaty all fell by the wayside in 2020. The coronavirus pandemic was not the only reason why.
